SAM: change tunnel length and quantity at runtime

As far as I have noticed, there is no way to change tunnel length and quantity after starting a SAM session.

But I've noticed before that snark can change them at runtime (well, it doesn't use SAM) - reduce the number of tunnels when idle or react to settings change.

Maybe this should be added to SAM?

Something like this, sent to the initial session socket:
